Is this the same product as a wall-topper kit?

No. This kit installs between two existing supports. A wall-topper sits above a continuous wall and uses a different layout.

Can I use this kit as a freestanding fence section?

Not by itself. The standard 3- through 8-foot kits require existing supports at both ends. The 10- and 12-foot kits add a center support system but still require suitable end supports.
